THE Freight and Logistics Council of Western Australia (FLCWA) has outlined a set of strategic priorities for the state’s freight network following a scenario‑planning workshop involving industry and government representatives.
The workshop, attended by 36 participants from the Council and its Freight Reference Group, examined future implications for WA’s international, interstate and intrastate supply chains.
Four global scenarios were used to test vulnerabilities and opportunities across the network: a fast energy transition under an open world order; a slow transition under a closed world order; a slow transition under an open world order; and a fast transition under a closed world order.
Following analysis of the workshop outcomes, seven strategic options were identified as worthy of further investigation.
The Council has since narrowed these to three priority actions: targeted infrastructure investment to address single points of failure; diversification of freight pathways, including multi‑modal networks; and investment in multi‑modal optionality to strengthen supply‑chain security and reduce vulnerability.
Another option rated highly was the creation of regional fuel hubs and refineries, which the Council noted is particularly topical given current fuel‑supply challenges.
The scenario‑planning work forms part of the Council’s broader effort to strengthen WA’s freight resilience amid shifting global conditions, energy‑transition pressures and increasing scrutiny of supply‑chain security.
The Freight and Logistics Council of WA is the state’s peak advisory body for freight policy, bringing industry and government together to strengthen supply‑chain resilience and guide long‑term planning.
Findings from the report will be released once it has been submitted to government.
