Port of Hastings final EES scoping requirements published

FINAL scoping requirements for the Victorian Renewable Energy Terminal Environment Effects Statement (EES) have been published by the Department of Transport and Planning. 

The scoping requirements set out proposed specific matters to be investigated and documented in the EES.  

The final scoping requirements have been updated after two rounds of public comment (November – December 2024 & September 2025).

Port of Hastings Corporation is now expected to review and implement the scoping requirements to inform preparation of their EES.

Plans for the renewable energy terminal at Hastings were first announced back in early 2023 with a view to delivering at least two gigawatts by 2032.

The strategy says the terminal at the Port of Hastings is to support wind construction delivery of up to one gigawatt per year, process turbines and service offshore wind developments concurrently.

The government of Victoria believes the terminal can play a key role in supporting the state’s offshore wind generation goals and achieving net zero emissions by 2045.

The terminal is to be developed at the Old Tyabb Reclamation Area and the adjacent marine waters within the port precinct and between Esso’s Long Island Point jetty and BlueScope's wharves.
